Currently there is only a DirectShow Decoder using dirac-research is available. The .rgb file is an uncompressed file in RGB format. You'll need to convert this raw file into a Dirac bitstream using the Dirac encoder. The Dirac source comes with a command line utility to do the encoding. More details in the README file in the Dirac source release package.
