They aren't.  The only time information in the dirac spec is a picture
number, which is effectively a relative presentation time and can be
used to calculate missing timestamps in themuxing layer.  If time
information for A/V sync is required, it must be provided by a muxing
standard such as mpeg2ts, isom/mp4, rtp, etc.,

There is no other support for metadata such as when the recording was
made, SMPTE time codes, etc., this can all be provided by the
multiplexing layer.

[NB, smpte time codes can be generated from the picture numbers, but
there is no defined zero point.]
