I had a further email exchange with David Schleef and I can confirm
that SCHRO_ENCODER_RATE_CONTROL_LOW_DELAY now works fine against 4:2:2
and 4:4:4 with the latest git Schroedinger source. (Platform is Cygwin
on Win 7.)
