Funny that you call this a "scid error". Please elaborate...

Unclear error message: I do agree
Unclear documentation: I do not, following is clearly mentioned in the Help docs:

Tactical game playing needs two specific engines to be configured, being phalanx and toga. One is used for the tactical part, for the strength setting in particular (not many engines support this); the other is trying to judge what is happening on the board while the game is proceeding.

Hence
1) Make sure that you have both engines installed on your system. Probably you built 4.2.2 yourself from the tree: Build the engines as well in that case; they are under the engines directory in your tree.
2) Configure them using "New" under the locomotive icon engine dialog.

Now tactical game should work fine.
