If I remember correctly there was some discussion if this time for 
solution of a problem is a good measure to track the players progress. 
Back then the decision was that this isn't. I can't remember the full 
discussion but one point would surely be that the time to solve a 
problem may at least depend on the complexity of the problem at hand.

If someone is searching for work and has a lot of spare time one could 
imagine a system like CTS, maybe one could track a players improvements 
that way. But I've no idea how they put the ELO ratings to their 
problems, nor if this system is perfect.
