This person _is_ legit. I've written to Gregor quite a lot
and his knowledge of Tcl is amazing. Of course writing a
project this large there will be delays. He is also a
chess author and inactive tournament player.
Why he hasn't released his code, i don't know and haven't
asked. Possibly he is keeping open the option of licensing
Scidb.
