I'm not sure that this is a bug as well. The JS-exports were added by 
Pascal in 3.6.13 (see ChangeLog). If you're working on this part, I 
think you might consider if it is sensible to apply the opening/closing 
HTML. I think the main goal back then was to have a replayable HTML 
export. I don't know if Pascal left out header/footer for a specific 
reason or just to ensure that the results look similar to well known 
pages out there on the web.
