Scid cannot do this for you, unfortunately.
What your discussion partner suggests is something quite well known to
unix users.
pgn files are pure text, so they can be handled by text processors like
sed etc.

Obviously, only ratings are added for players who are known in the
spelling correction (ssp) file.
Ratings are only added for players who have an exact name match to the
preferred names in the ssp file.
So
1) Run a name spelling correction for player names
2) Run the add ratings thingy
