Yes you can, there's no difference in the file formats of scid bases
(at least it wasn't the last time I looked).

but, isn't sc_import installed as an executable in the windows port?
Look there first, and try

sc_import base *.pgn

It ought to be installed, it's one of the more important commands in 
scid, IMO.

Otherwise automatic scripting of things like TWIC downloading and db 
building
gets pretty gross.  I use it all the time, but then, I'm a huge addict to
automization, well, that's the purpose of computers in the first place.
