First, I'm no lawyer but librarian and physicist.

In german copyright (Urheberrecht) there is no such thing as
fair use. Hence, you can not use that as an argument.

On the other hand there is still some dispute whether a game
of chess has a copyright at all. Anyway, lets try to be on
the safe side...

It is always allowed to _cite_ limited parts of a book.
You've to give the full reference though and embed it into
your own context. Therefore, I think (I'm not entirely sure)
it is legal to set up a collection from various sources,
giving these sources as reference.

For giving the refs I'd suggest to use something like:

[Ref "Rosens, Bernd: Fit im Endspiel, p. 25, No.47"]

Additionally, there is rule that renders making a copy is
legal: if the book is out of print and unavailable for more
than two years. I'd not key in a whole book here either, but
make a collection of the above style mentioned. Anyway if
you mainly use out of print publications this should also be
pretty safe. (This paragraph allows us as a library to get a
copy of whole books.)

To check whether a book is out of print you can use the VLB
(in germany at least) at http://www.buchhandel.de. The VLB
is the official source for books in print.
