Well, on my system your tex files compiles o.k. So probably there's
something wrong with your installation ...
\listfiles shows on my system:

My log files also states after loading chess.sty:
FMi updated chess version 96/07/21!!!
As I can see chess inputs style files from /chess12/inputs/ which contains
totally outdated style files. They should be taken from a up-to-date tex
installation.
Nevertheless I strongly encourage you to use skak:
