Alexander, Thank you for your replies. I do not program. For Base directory control all I notice is that many programs will always return to the last used Dir, even after closed. As I say I am getting this from SCID now, Save Options did work.
For Screen Reader integration I have no knowledge, H.G. Muller handles all of that. WinBoard 4.4 for JAWS all started from source code that was available at Tim Mann's site for a WinBoard Mod called WinBoard for JAWS that had several severe bugs. In there a single DLL handles all connection between WB and JAWS. I hadn't thought of running SCID with JAWS, I will try it. The other main screen reader is called Window Eyes. I still must use SCID to create a whole output PGN with included analysis, these I send to my blind friend. Besides Arena, no other chess software does this. SCID has full keyboard access, excellent, I will definitely try it out. That is the first step for use by the blind. WinBoard 4.4 for JAWS should be able to handle the need for an advanced chess GUI for the blind, but the more the merrier in this case. Thanks to all SCID developers.
