For me it's clear that the author of the chess engine is responsible for the installation of the plugin spec file. A user might install the latest build of the engine, and expects that the installation from source code is also installing the spec file, who else should do this? And only the author of the engine knows the required content of the spec file. No distributor is involved here. It's not of interest what the Stockfish team will do or not do, if the Stockfish team is really to arrogant to distribute such a spec file, anyone else will do this (a clone from the most up to date stockfish version, maybe with the name "Haddock"?). Who care's about what the Stockfish team is doing?
