Hi, phalanx can be downloaded here: http://sourceforge.net/projects/phalanx/files/Version%20XXIV/ Then you can add the engine to SCID in the usual way (tools->analysis engine->new->etc...). Just pay attention that the name include phalanx and that "UCI" is unchecked. On the other hand you don't really need Toga, but just an UCI engine named toga.
