Thanks Gerhard for your thoughts. It does make sense.

However from *a* user's, i.e. me, perspective I'd like to assume that key
combos which pertain to Board and Notation are always passed down to those
windows irrespective of the active window, unless I'm working with a modal
window or a pop-up menu.

Perhaps one thing that confused me in the beginning was the fact that simply
clicking in the Notation window doesn't give it the focus. Rather I've got to
the right-click left-click drill to transfer focus.

Nothing pressing TBH. Mostly an annoyance I can live with. I was hoping I may
have something misconfigured which in turn causes this behaviour.
