Now I have it! At first a correction: "With compensation for the material" will be entered with Ctrl-Atl-M (not Ctrl-Shift-M). It seems to be impossible to enter the "Development" symbol. Did anyone ever use this symbol? But I found a way to determine the decoding. I manipulated the file containing the annotation information (.cba) and tried some values, until I saw the Development symbol in the comment editor. Now this part is complete. Unluckily another problem exists. ChessBase databases created by a user (not created by ChessBase) are different in the decoding of the index file. After opening a user created database some values are not ok, for example the round information, and the ECO code. I have to examine this problem.
