This patch Capitalises known names (eg "ARONIAN, L" -> "Aronian, L") but not unknown names (eg "ANAND, V.")
Handling these and errant punctuation, needs a more comprehensive approach. They should probably still be done in the name checker, but it proabbly needs bigger changes (in the GUI and source) to accomodate unknown names. S.
