Setting a starting fen of course means all moves are being discarded, but
you wish to keep the header info i guess.

The only way i can see is going to Tools->Import PGN text (control-shit-i),
then "Paste current game" and manually adding (for eg)
[FEN "2r2r2/pb2bpk1/1p2p3/q2n4/5PQ1/2N5/PPP3PP/2KR1R2 b - - 0 1"]
and removing the moves.
