I go back and forth on the subject, but I'm beginning to think that the
state should certify only the most basic competencies and skills, and open
teaching up to more and more people. Defining what teachers should know and
be able to do at various levels is a slippery slope--witness the trouble the
NBPTS is having from critics as they try to do this.
