Yes. And after the initial sync this makes things much faster.
I had tried it a year or two ago and something about made it not work well for us but I can't recall now what it was. But I'm willing to give it another shot.
Not sure what your trouble was, but I've had the best luck with rsync when using a mirror closer to me than the central sl servers.
