On a pure SYSV-style init system, you'd want to run the "telinit q" command to accomplish the roughly equivalent task. In SL 6.x, the upstart init daemon apparently doesn't ever need a "telinit q" to reread all the config files, as it's monitoring them for any changes (according to the "telinit" man page on such a system).
