gecko-libs is provided by firefox.


# rpm -q --provides firefox | grep gecko
gecko-libs = 1.8.0.12
gecko-libs = 1.8.0.12

The updated firefox *is* is the security update. It went through on our test machines, and the machines that I administer. I guess you need to check either your mirror or your excludes list.
