It is a bugfix rpm for 4.6 and released as part of 4.7 .
As stated in our updates policy we only provide security errata as part of
older updates. Bug fix updates for the "current" release are provided in
http://ftp.scientificlinux.org/linux/scientific/4x/x86_64/errata/fastbugs/RPMS/
