The el5_* has nothing to do with what it is compatible with. It only tells you what the last release was released. So, while RHEL5 Update 2 was the latest and greatest, the rpm's had el5_2. Now that Update 3 has been released, the new rpm's have el5_3.
Why?
I don't know. I didn't make us that rule, RedHat did, and if anyone has found a web page explaining their reasoning, please send it to me, because it drives me nuts.

Did I test php on older SL 5's, yes. Did I test to see if it broke SquirrelMail? No. I'm sorry about that.

There seem to be two different versions of php packages in
the repository for SL 5.2, at

e.g.:

php-5.1.6-20.el5_2.1.i386.rpm
php-5.1.6-23.2.el5_3.i386.rpm

I found out while tracking why Squirrelmail stopped
working on my system suddenly this morning. My machines
have SL 5.2, and while checking the latest upgrades I found these packages being updated last night:

Apr 07 06:22:08 Updated: php-common - 5.1.6-23.2.el5_3.i386
Apr 07 06:22:08 Updated: php-cli - 5.1.6-23.2.el5_3.i386
Apr 07 06:22:08 Updated: gstreamer-plugins-base - 0.10.20-3.0.1.el5_3.i386
Apr 07 06:22:08 Updated: php-ldap - 5.1.6-23.2.el5_3.i386
Apr 07 06:22:19 Installed: kernel-PAE - 2.6.18-128.1.6.el5.i686
Apr 07 06:22:19 Updated: php - 5.1.6-23.2.el5_3.i386
Apr 07 06:22:19 Updated: hwdata - 0.213.11-1.el5.noarch

Am I wrong or are some of those packages for SL 5.3 rather than 5.2?
