You, of course, need a bunch of devel packages installed. I had to add: gnome-doc-utils libv4l-devel alsa-lib-devel avahi-devel avahi-glib-devel dbus-glib-devel libXv-devel GConf2-devel libxml2-devel libsigc++20-devel gtk2-devel expat-devel and I also needed to explicitly specify --enable-v4l on the configure for ptlib to get everything together, but, that done, it seems to work. So I'm now going to guess that the original problem is something about how it's built in SL/TUV. A tip o' the hat to Eugen over on the Ekiga mailing list for the necessary clues.
