I am guessing that those are the packages that the upstream decided they
could maintain for any length of time? The texlive is a complicated package
and usually takes the Fedora builders multiple hours to make all the
subpackages. Cutting down the number of packages that are built from the
texlive cuts down on support issues and the time it takes to rebuild the
package.

Due to the fact that texlive is now one large src.rpm it isn't going to be
something that can be easily expanded into EPEL or other archives. I expect
that a repository with replacements of core packages would need to be had
with texlive being in it.
