Sorry for the slow answer Conrad. The reason the answer is slow is that
there is a paper coming out with many of the scikit's authors. Not all
current contributors made it, as the paper was written a while ago, and it
is my great disappointment. The paper is accepted, but it is currently
waiting for publication as the author list is physically too long, and we
need to decide how to deal with the page limit :)

Anyhow, the reference is:

F. Pedregosa, G. Varoquaux, A. Gramfort, V. Michel, B. Thirion, O.
Grisel, M. Blondel, P. Prettenhofer, R. Weiss, V. Dubourg, J. Vanderplas,
A. Passos, D. Cournapeau, M. Brucher, M. Perrot, E. Duchesnay,
'Scikit-learn: Machine learning in Python', accepted for publication in
JMLR.
