It's an informal process based both on a concensus that the scikit has
moved forward enough that a release is useful, and on time from someone
to do the work for the release. So far, it has been Fabian doing the
releases, but it will probably change at some point, as he is going to be
starting full time on a PhD program.

We would like the releases to happen often, say at something like 3 month
intervals. I have in mind that the next release could happen at, or after
the the sprint in Granada. If it happens at the sprint, we would probably
do a release candidate at the sprint, after polishing what we have, and a
full release in early January. If it happens after the sprint, we would
be able to integrate some of the new merges happening at the sprint. We
would than have a release candidate in early January, and a full release
mid January.
