Before applying for a given project/task, you should start on some smaller
tasks in the project to familiarize yourself with the code base and working
with the devs.
The "issues" page is a good place to start

Maybe have a look at
https://github.com/scikit-learn/scikit-learn/issues/559, since it is
quite easy
and Balu doesn't seem to work on it at the moment.
