I think that the scikit is in a reasonnable shape. I know that our release manager (Andy) has been talking about releasing.
How about doing a push to close bugs and merge in fixes (not new features) this week end and try to release at the end of the week end? The scale_C issue needs to be resolved, and I am strongly leaning toward simply reverting everything to the behavior in 0.10 (that doesn't get rid of some of the problems, but at least we are not adding to the mess).
