I ran that script and got the same output as you:
GRID SEARCH:
Best f1_score: 0.556
Best parameters set:
alpha: 0.0001
loss: 'log'
penalty: 'l1'
seed: 0
CROSS VALIDATION:
Best f1_score: 0.52 (+/- 0.05)
I haven't had time this morning (chaotic and all!) to see if I can figure
anything out,
but I'll try get back to you soon.
