Conrad, thanks for bringing this to our attention.  I'm sorry that the 
object array implementation is so confusing, but I don't know of a 
better container for multiple arrays of different lengths!

I've also opened a brief PR which (hopefully) better describes and 
justifies the default behavior:
   https://github.com/scikit-learn/scikit-learn/pull/1399
