I had a quick look at the paper, and from what I understand it does seem
feasible and interesting. I think that I would indeed be very happy to
see it in the scikit.

And I should point out that as a first time contributor, you are probably
underestimating the amount of work. But that is fine, as long as you are
prepared to go the extra mile in order not to waste the effort that you
are putting in.

The rule of the scikit ( :} ) say that a contribution comes with not only
the code, but also an didactory example, tests and documentation. It's
work, but it also is great to understand the methods better.
