The Python 3 build is disabled on our jenkins because it is failing
(we need to finish the port first). I disabled it to avoid wasting
CPUs for nothing but drowning the polar bears.

A 32 windows build on shining panda would be possible, it's just a
matter of configuring the VM which I have not done yet cause I'm lazy.
I can give the jenkins / shining panda admin rights to any volunteer.
