As already mentionned on the mailing list (I believe in the context of GSOC), I would be excited with the idea of having recommender systems and collaborative filtering in scikit-learn. However, before implementing fancy algorithms, the most basic approaches for recommender systems should be coded, an API should be defined, and examples made. That inn itself would be a good base for a GSOC, but for the proposal to be credible, the student should show some ability to API design and end-user problem solving, in addition to algorithmic skills.
