It is a combination of software engineering and research at a pretty good institute in Tuebingen / Germany. I visited the folks there and chatted with the directors of the MPI. It seems they see the problem of low software quality in research and want to do something about it. They do computer vision, machine learning and robotics research. Also, the institute is mostly Python now.
