Dear maintainers / authors of scikit-learn,

my name is Björn Esser. I am a packager-sponsor and provenpackager from
Fedora and want to rpm-ify scikit for Fedora and RHEL.  My first contact
to this project has been 'NelleV' on IRC, who recommended to write to
this ml.

During my current affords on this, I found a bunch of bundled libs.
Unfortunately bundled libs are not allowed by Fedora's packaging
guidelines [1], so I need to unbundle them.

The libs in question are:

  * libsvm
  * liblinear (I maintain this on RHEL/Fedora, too)
  * cblas from atlas
  * blas (converted from Fortran to C using f2c)
  * python-six
  * python-joblib

Is there any convinient way to replace those with system-libs?  How can
we start some colaboration to get a win-win?
