It should be possible to setup an wheel based env under OSX now that both numpy [1] and scipy [2] provide whl packages for OSX directly on PyPI. However this is still in early beta, without Python support yet and not enabled by default. I would rather wait for the travis folks to make it generally available with Python enabled. It will probably be a matter of weeks.
