if of help:  we do carry a build of the most recent sklearn for
all recent debian/ubuntu releases at neurodebian:

http://neuro.debian.net/pkgs/python-sklearn.html

so you could apt-get install python-sklearn if you enable NeuroDebian
repository for 13.10
