Please address all questions about scikit-learn to the scikit-learn
mailing list (cc), not individual authors.
I don't know of any effort to translate the documentation, and I am not
sure it is a good idea.
The documentation constantly changes and keeping a translation
up-to-date would be pretty hard.
One could attempt to create a translation for each release, but I don't
think it is worth the effort.
Everything is BSD-licensed, so you are free to create your own
translation if you feel there is a strong need to do so.
