Dear community,

I really enjoy this mailing list (as an observer) because of the number
of fellow scientists and analysts participating who contribute
references to ideas and published papers.

I think it would be highly useful for the community if there was a
curated list of the references drawn from this mailing list and its
archives.
This can help both current and new users find related information that
might not necessarily be a part of the scikit-learn website
documentation, but nonetheless be interesting and critical for
individuals or teams considering particular algorithms or extensions.

As a quick list from my perspective, it would be nice if each entry of
the curation contained:
  * algorithm name,
  * one or more references,
  * a few keywords including at least one from the major categories of
scikit-learn, and
  * scikit-learn ML volume/issue where referenced,
with the possible extension of the first date of reference also given.

A few issues:
  1. Does anyone else agree?
  2. Has someone already attempted to do this either manually or
automatically?
  3. Who maintains and approves updates/changes to the list?
