If you have any specific idea to start with, you can discuss it in this

As a beginning step you can go through the contribution guide
<http://scikit-learn.org/stable/developers/#contributing-code>. Then check
whether you can find any 'Easy' tagged issues that you can fix in the issues
page <https://github.com/scikit-learn/scikit-learn/issues>. Try to fix
them. That will help you to get familiar with the code base and get
reviewers' feedback on your code.
