I think this sounds like a great project.
I remember there being similar efforts earlier, like mldata.
Anyhow, if you have mentors from the openml project, I'd be happy to
co-mentor from the sklearn side (possibly not full-on mentor, depending
on how many scikit-learn projects we will do).

OpenML has a REST API that allows you to upload/download datasets,
code and experiments. Right now, we have interfaces for Java and R,

experiments from OpenML and do analyses. There is a lot of opportunity
here to do great work, but also some coding ahead to make everything
run smoothly.
The Google Summer of Code would be a very good opportunity to push
this forward, and I'm planning to submit a plan to the Python Software
