Sorry for the late reply, I've been offline over the holidays.
Unfortunately, there is no owner of the cross_decomposition module at the moment, which is probably the main reason it
is in a not-great state.
You can also have a look at https://github.com/scikit-learn/scikit-learn/issues/2821, where the current state of the PLS is discussed a bit.
The people there are probably good people to ask about the module.

More documentation and examples are always welcome by the way!

    Can you please raise an issue on the issue tracker, preferably
    with code
    and data to reproduce?
    If you can't share your data, see if you can reproduce the issue with
    synthetic data.
