Scikit is short for SciPy Toolkits (https://www.scipy.org/scikits.html); there is a number of those. Scikit-learn started as one (and this is the scikit-learn mailing list).
The package you are refering is based on scikit-learn but is a separate project (with a somewhat confusing home page URL). The right place to ask for support would be its Github issue tracker or other specific communcations channels if it has any.
