After some discussions on review requirements within the community, I
opened the PR https://github.com/scikit-learn/scikit-learn/pull/31430 to
change the governance accordingly. The gist of it is to require only 1
vote/approval/review for smaller code changes instead of 2. In
particular for maintenance PRs, this should help to move faster.
