There are a few bugs here. First is that the calltip was only correctly handling arrows on the first line of the calltip as originally that is where arrows were expected to go. When you clicked on the down arrow on the second line it returned 0 because it was treating that as being outside any arrows. Secondly, SciTE was treating the value 0 rather than 2 as indicating the down arrow. Third was that SciTE was only showing a second arrow if calltip.*.end.definition was set so you had to have multiple lines for the feature to work. These are now fixed in CVS so it follows the documentation.
