Summary: SCI_GETLINE with textLen=0 is undefined

Initial Comment:
It's not clear what SCI_GETLINE does when
Wparam:textLen is 0. It seems to return the entire line
with a terminating \0. When I call SCI_GETLINE(0,buf)
on a blank line in MS-DOS mode, I get buf="\r\n\0".
When I call from a larger line the program crashes
before I can see what is returned. My safe buffers have
2 slack characters so it's returning more than 2 extra.

The help text needs to be clear that textLen is the
actual buffer size into which will fit text+\0. The
help text needs to be clear what textLen=0 does.
