Summary: Spaces in PATH environment variable cause problems

Initial Comment:
Hi,

Launching external tools from Scite using the Tools->Go
command, such as python etc., is not working for me.

After looking into the problem, it seems to be caused
by the fact that my PATH environment variable
references directories with spaces in them. Even though
such directories are delimited by quotes ("), it still
seems to cause problems. Scite can execute any external
applications which reside in directories listed in my
PATH _before_ any directories which contain spaces.

I am using the Windows version. My apologies if I have
made some mistake and this is in fact not a bug.
