Initial Comment:
Thanks for Neil's tip.
Now I fix the following questions with the new patch2 
after modifying SurfaceImpl::WidthText and 
SurfaceImpl::MeasureWidths.
1. The cursor move is incorrect, sometimes jump two 
Chinese words (four bytes); 
2. The text cannot be selected except line EOL area;
3. When selecting, the string will be refreshed and 
changed.

Now the asian string can be display normally in SciTE 
(98SE English). But another two questions are found 
with codepage 936 and charset 134.
4. If the lexer is C++, the rest line content will be  
disordered after a keyword.
   If the lexer is text (no hilight), this question 
disappears.
5. If the TAB follows some strings, the line string 
after TAB will be disordered.
   This questions will exist in C++ lexer and text 
lexer.
For example:
//1<TAB>test comment
14.<TAB>abcdefg

These two questions will disappear if setting codepage 
0 and charset 0.

I attached the picture and "testc.cpp" and updated 
patch "platwin.cxx" for your reference.
